ZICTA to Refund Zedmobile Customers for Unused Bundles

Zedmobile customers with unused airtime, data bundles or other outstanding financial balances could receive refunds following the cancellation of Beeline Telecoms Limited’s operating licences.

The Zambia Information and Communications Technology Authority (ZICTA) has cancelled Beeline Telecoms’ Network Licence and Service Licence after determining that the company had failed to meet several regulatory, operational and financial obligations.

ZICTA Board Chairperson Engineer Professor Mundia Muya said the Authority would take steps to protect customers affected by the cancellation.

According to Prof Muya, this would include facilitating refunds for unused airtime, bundles and other financial liabilities owed to customers.

ZICTA also said it would coordinate with other relevant regulators, including the Bank of Zambia, to ensure that outstanding consumer obligations are properly addressed.

The Authority said customers would continue to have access to complaint channels during a transition period, with details of the arrangements expected to be communicated publicly.

The licence cancellation followed a regulatory and legal assessment of representations submitted by Beeline after the company was given an opportunity to explain why its licences should remain in force.

Prof Muya said the representations submitted by the company on September 10, 2026, were assessed alongside a technical review of its current operational position.

ZICTA concluded that the explanations provided were not satisfactory.

The regulator said Beeline had repeatedly failed to comply with key licence conditions, including network rollout requirements, minimum quality-of-service standards and payment of statutory regulatory fees.

Beeline Telecoms was awarded its licences in February 2021, becoming Zambia’s fourth mobile network operator. The company subsequently launched its Zedmobile brand in 2024.

With the cancellation now effective, Beeline can no longer exercise the operating rights previously granted under its network and service licences.

ZICTA will also withdraw the numbering resources and radio frequency spectrum that had been assigned to the operator.

The Authority stressed that the cancellation of the licences does not remove Beeline’s outstanding statutory or regulatory financial obligations.

ZICTA said it would pursue recovery of any amounts owed through appropriate legal and administrative processes.

For Zedmobile customers, however, the immediate concern will be how and when unused airtime, data bundles and other eligible balances can be recovered.

Customers are therefore advised to monitor official communication from ZICTA for details on the refund process and any documentation that may be required to submit a claim.
