Chipata Man Arrested Over Alleged Hate Speech Targeting Tongas and Lozis
Police in Chipata District, Eastern Province, have detained a 30-year-old man over allegations that he used hate speech and derogatory language targeting members of the Tonga and Lozi communities.
The suspect has been identified as Rabson Phiri, a resident of Referendum Township in Chipata.
Eastern Province Police Commanding Officer Robertson Mweemba said Phiri is alleged to have published discriminatory remarks through a TikTok account known as “Slow Boy.”
According to police, the material has since circulated widely on social media, prompting investigations into the circumstances surrounding its publication.
Mweemba said the alleged offence is believed to have occurred sometime between August 18 and August 26, 2026, although the exact date and time have not yet been established.
Police have emphasised that Phiri has not yet been formally charged with an offence.
Authorities are investigating him for alleged hate speech and insults under Section 65 of the Cyber Security and Cyber Crimes Act No. 3 of 2021.
The investigation will determine whether the material allegedly posted online meets the legal threshold for an offence under the relevant legislation.
The case comes amid increased attention to content shared on social media platforms in Zambia, particularly material that authorities believe could promote hostility or discrimination against particular communities.
Police are expected to examine the alleged video and other relevant evidence as they continue with the investigation.
The arrest also highlights the legal risks associated with publishing content online that authorities may consider discriminatory, threatening or insulting.
As the investigation continues, Phiri remains a suspect and has not been convicted of any offence. Any determination of criminal responsibility will depend on the outcome of the investigation and, if charges are brought, the judicial process
